One strategy was to refuse to let those who supported the Confederacy hold public office at any level. By 1868 a military governor ruled Texas. He appointed a new city council for Dallas, headed by Ben Long, seen here. He was a Swiss native who came to Dallas County to join the La Reunion colony. Like many European immigrants, he opposed slavery and was an ardent Unionist, though outnumbered by those of a Deep South sensibility. Not until Reconstruction ended in 1872 were Dallas voters able to elect their council.
