Dallas city leaders were unprepared to meet the rapid changes of the prosperous 1920s. As the decade began, they had made little progress implementing the improvements the George Kessler had recommended in his 1912 plan for the city, with its circuit of boulevards and parks. He returned in 1919 to update the plan at request of the new Dallas Property Owners Association. If the city would not advance the goal of city planning, leading citizens would work to do so.
